Tate advises mid-market, growth-stage, and enterprises on structuring and negotiating complex commercial relationships, accelerating deal execution, and managing legal risk in highly regulated and technology-driven environments, e.g., holographic, AI, blockchain. His work spans MSAs, strategic vendor and commercial agreements, SaaS and enterprise technology contracts, privacy law, data privacy, and ongoing outside general counsel support.
He also counsels companies exploring asset tokenization and emerging digital asset frameworks, bringing together transactional depth with a practical, compliance-aware approach to regulatory and data considerations.
Clients value his ability to translate complex legal issues into clear, business-focused guidance that enables executive teams to make informed decisions efficiently and with confidence.
Outside the office, he prioritizes family time, enjoys sailing a Hobie, and searches for great taquerias. Tate is an active member of the Maryland Blockchain Association.
Tate's recent publication on privacy: "Privacy After Prediction" is your guide to defending autonomy in an accelerating age. If we don't shape privacy now, algorithms will decide for us. Are you ready to reclaim what's yours? https://www.amazon.com/dp/B0GQLFHGMB
Tate graduated from the University of Minnesota with a B.A. in Economics. He received his J.D. from Thomas Jefferson School of Law on scholarship and during that time was a visiting student at Pepperdine University School of Law, Malibu, CA.
Tate received his Privacy Law and Data Protection Certification from the University of Pennsylvania.

In an era where your smartphone tracks every step, quantum computers shatter unbreakable codes, and AI predicts your next move before you do, privacy isn't just eroding, it's being redefined. "Privacy After Prediction" by Tate Hilmoe exposes the fragile illusions of our digital defenses: encryption that's time limited, consent that performative, and data ownership that's a myth. As quantum computing and artificial intelligence converge, surveillance shifts from observation to omnipresent prediction, turning free lives into managed patterns.
But this isn't a tale of inevitable surrender. Hilmoe champions a bold path forward: data minimalism to collect less, self-custody to reclaim control, and decentralization via blockchain to dismantle centralized power. Drawing on real-world examples, from Hong Kong protests to everyday breaches, this book equips policymakers, technologists, and everyday users to forge a "post-human speed" world where privacy endures as a human right, not a relic.
Provocative, urgent, and empowering, "Privacy After Prediction" is your guide to defending autonomy in an accelerating age. If we don't shape privacy now, algorithms will decide for us. Are you ready to reclaim what's yours?
